The Blayais nuclear power plant is surrounded by marshland and is accessed by a road, built by EDF, which links it to the nearest village, Braud and Saint Louis. During the storm of December 1999, the plant, and the whole of the surrounding area, was flooded, making it impossible for the emergency services to access the plant, or the inhabitants.
